(e) taking all necessary measures to ensure that peace and stability prevail throughout the country, (f) devising a comprehensive solution that addresses economic and social problems, replacing conflict not just with peace, but also with social, political and economic justice and respect the fundamental freedoms and rights of the people of the Sudan, (g) formulation of a repatriation, relief, rehabilitation, resettlement, reconstruction and development plan to address the needs of the areas affected by the conflict and redress the imbalances in development and resource allocation . 31
