Article 2: This code is applicable to all personnel of public and private institutions under the
tutelage of the Ministry of National and Technical Education without exception.
CHAPTER II: COMMON MORAL VALUES AND ATTITUDES REQUIRED
Article 3: Any member of staff of public and private institutions under the tutelage of the Ministry
of National and Technical Education must be:

friendly, caring;
accessible and available;
punctual and diligent at work.
Article 4: Any member of staff of public and private institutions under the tutelage of the Ministry
of National and Technical Education must:
1) treat students with respect;
2) respect the physical and moral integrity of students in all circumstances;
3) encourage communication with students and take their opinion into account;
4) have decent language with students;
5) behave in an exemplary manner;
6) demonstrate impartiality and fairness;
7) inspire respect and trust;
8) ensure that a relationship of trust is established with each student;
9) take into account, in all circumstances, the needs and best interests of a student in any
decision concerning him/her.
CHAPTER III: FORBIDDEN BEHAVIOURS
Article 5: The following are prohibited and liable to disciplinary sanctions:
1) any indecent attire, or one associated with politics, religion or unauthorized advertising
in schools, as well as loose shoes, tattoos, piercings and dreads;
2) any proselytism of a political or religious nature, as well as the expression of a
personal syndicate, religious or political opinion towards students;
3) absence from duty post without authorization from the immediate superior;
4) the exclusion of a pupil from class without conforming with the provisions laid down
in the internal regulations of the establishment;
5) any task entrusted to a pupil outside an educational objective clearly defined by the
Ministry, by far unsuitable for the age of the pupil;
6) any form of discrimination, in particular that is based on ethnicity, religion, race, social
status, gender and/or disability of a pupil;
7) any form of remarks of an insulting, humiliating, discriminatory or racist nature
towards a pupil;
8) any form of threat to a student;
9) any form of physical, psychological and humiliating punishment on a pupil;
10) the introduction, sale and/or consumption of alcohol and tobacco in or around the
vicinity of educational establishments and in the administrative services of the
Ministry.
