The Human Rights and Justice Sector Policy for 2018-2027 adopted on 16 May 2018 contains several sections and articles. It provides a situation analysis of the sector, notably analysis of the political, economic and socio-cultural context; analysis of the organizational, institutional and legal framework; analysis of sector resources; review of previous policies and strategies; and major challenges to be met. The document also describes the underlying elements, notably the foundations, the vision, the guiding principles, and the strategic orientations of the policy. The policy equally highlights details for implementation, monitoring and evaluation, as well as risk analysis and management, notably non-adherence of stakeholders; social, economic, political and institutional instability; terrorist threats and resurgence of delinquency; failure to respect ethics and professional conduct by actors; and insufficient mobilization of financial resources. In some sections, the paper highlights specific information on gender.
