JUDGMENT OF HON. DEPUTY CHIEF JUSTICE L.E.M. MUKASA-KIKONYOGO

This petition is brought under Article 2 (1) and (2), 137 (3), 93 (a) and (d) of the Constitution of
Uganda and Rule 3 of the Constitutional Court (Petitions and References Rules S. 1 91 of
2009. It is filed on behalf of the following thirteen petitioners:

The petitioners have an interest in the matters stated in the petition, which petitioners allege to be
in violation of the Constitution of the Republic of Uganda. They also allege these matters to be in
violation of the binding International Human Rights laws, conventions and treaties. For these
violations, the petitioners seek the intervention of the Constitutional Court.
The first petitioner is a non-governmental Organization and women’s rights agency. Its mission
is to work with rural people to fight poverty, and to protect women and assist them to enforce
their human rights. Other petitioners appear as individuals.
