Transfer outside the judicial system 80. The Court may transfer the suit of the delinquent Child, to be treated by a social association, or institution, without recourse to his trial before it; provided that it shall set forth, in the transfer decision, the standards and conditions, which have to apply to the said treatment. Records 81.(1) Records of Children cases shall be kept in full secrecy, and they shall not be perused, save by permission of the Court .
